Well, this is a common fear we have at the shelter. That someone's going to get bit or scratched, and then sue us. Actually, it already nearly happened once, with our shelter cat Sumo. He scratched an old guy, the staff member suggested that he see a doctor, as cat scratches and poor circulation are a bad combination, and he didn't until the infection was already bad. And Sumo is to this day not allowed to be at the front window where visitors might pet him.
Really, we should have a great big sign at the entrance that says something like "all animals may bite, scratch, or carry transmittable diseases! Handle at your own risk. And wash your hands when you're done!"
