Why does the cat only get a "perhaps"?

Doesn't saving several people typically qualify a critter for hero-ness? (We're just assuming that saving people is a good thing here.)

Oddly enough on my last trip to Montreal, I spent a week and a half there, when I got to Boston from there I couldn't understand a word anyone was saying, and the I realised it was because they were speaking English. LOL
